It's an air deflector to help keep the rear window clean by deflecting air flow down along the rear window.

It also keeps exhast gas from coming in if you are driving around with the rear window down

I am not sure whether or not that one is Toyota OEM part or not but it looks like Roger Brown's 4Runner, you can check with him he is usually active here on this forum and on 4x4wire, too. Here is his website:

UPDATE: just found this on his website:

Rear Deflecta-Shield wind deflector keeps the rear window dust-free

* 48" extruded aluminum unit from JC Whitney; cost: ~ $40, said it wouldn't fit with the rear wiper but I had no trouble installing it
* Included mounting hardware (for both fiberglass and steel bodies) and fully adjustable brackets for both height and angle. Trimmed the ends to match the width of the shell

Might be able to find one on eBay or at a yard for a reasonable price. It would likely be a bolt-on, too, since it would come from a 4Runner.

In addtition to being a air deflector, it makes a great lil handle to help keep your balance when standing on the bumper step.
