Failed inspection for rust

Failed inspection for rust

Have an '89 4Runner that failed inspection in NJ for excessive rust/sharp metal. Looking for the quickest and cheapest fix. Bushwackers are an option, but I haven't been able to find too many pictures of a 1st Gen. that has them. I attatched some pix...any advice would be great. Thanks.

Thanks Steve. I like the Extend-A-Flares but I don't know if they will cover enough or if I can attatch them with all the rust. The Cut-Outs might be the way to go...just not sure how they will look without the bigger tires. Thanks again for the help.

Bondo and rattle can will hide things, so it'll pass inspection
