If you want to get into the "extreme" off-roading, get a sponsor.
Seriously, though, it depends on what you classify as extreme? If you're talking about fender, rocker panel, and skid-plate eathing rock crawling, then, YES you will need a lift among other things.
But, if you are just a weekend warrior who like to take the easy to moderate trails, then a lift is not required assuming you're using your 90 Runner. A lift does allow for more clearance under the frame, fuel tank, and oil pan. It will also allow you to install larger tires which will give your diffs a little more clearance.
For the weekend warrior who likes to take the slightly more difficult trails, like me, then a lift might be a good idea.
Plus, a lifted rig is so much cooler looking than a stock rig.

Im definetely thinking about doing a lift in the future, whether it be a 4" IFS lift with Pro Comp, trailmaster, or skyjacker, or i might just do a SAS and rear leaf spring conversion if i wanna go real hardcore. Id say go for it cuz your yota would definitely get some looks, and you wanna put those 33"s or 35"s on there don't you.

I will never own a "stock" rig again. A liften rig looks much better, especially with some quality tires to complement the stance. Plus, the added ground clearance allow you much more freedom off-road. From what I can tell, it's impossible to get any suspension lift without stiffening up the ride. Some people like it, some people don't. Most people will say that a suspension lift also causes the rig to handle better as there will be less body roll with stiffer springs.

Hey Prototype2-
I don't know all of the details, as i own a 3rd gen, but several of the 2nd gen owners on here buy Downey coils for the rear for abou1.5-2 inches of lift and then crank the torsion bars up so that the front matches. There is a write-up in the Tech Page that deals with the Downey rear coils. Maybe some more 2nd Gen owners will chime in...
Cheers!

This is a 4" Tough Country courtesy of Les Schwab. I got a hell of a deal on it (friends with the manager) but normally it runs about $900 - $1100 for the kit and about $500 - $800 labor to install. (took 4 guys 8 hours to install mine) I think he said the regular quote is just under $1900 out the door.
That is through Schwab though, I'ver seen the kits cheaper online, if you can install it yourself. Install is a bitch, you have to do some cutting for sure, but I don't know about welding.
I absolutely love it, best damn money I ever spent. ($1200 out the door
) I think it really helped off roading, and I havn't had any problems with it. I just get it retorqued and check the alignment every 4-5 months. I would recomend the low profile bump stops though, I've been meaning to get them, it would be nice if the front would flex a little more, the stock ones don't cut it. I'll let you know when I have some more current pics.
