Serious blow-by

When i removed the intake tubing to change the spark plugs on a 3.slow, i noticed a fair amount of motor oil running from the throttle body, to the air filter. No wonder the bottom of the filter was black. Anyways, there was lots of oil around the inside the VFM; so much that i can drip the oil out I know some people may have experienced this, but they didnt have as much oil in thr intakr as i did. Plus, the spark plugs looked awful; i woder why there was oil on them too?

Is it the PCV valve, or is this normal?

This is somewhat normal. What you should do is make or buy a PCV catch can mod. Do a google search and you will see what I mean.

on vehciles nowadays, they actually vent the crankcase into the air intake tract.... its highly possible what you saw was jsut a buildup and not blow-by from the ylinders at all
