Bryon,
What kind of vehicle do you have, Taco, 4Runner? Do you have a stock roof rack or an aftermarket? This will help answer your question because there are many possible solutions.

yea, i hate it under the runner too, mine is seized, so im not gonna bother with it.. stealer quoted me about $80 for the new hardwared. the usual locations for what you want are...

-stock swing-away tire carrier (only came with 90 & 91) can find them on ebay for $250Us, or in a junkyard for cheap
-trailer hitch insert, which will run you about $100
-swing-out tire carrier on an aftermarket bumper, probably around $500 (w/the cost of the bumper)
-roof rack mount which will run you around $200-400

personally i went with the first, and i'm in the process of rebuilding it (found it at the junkyard).. and getting it mounted, woulda been on last week, if it wasn't in such rough shape. so far its cost me about $130 US, I hope to keep it under $150. Remember, with any of the rear tire options, you will have to relocate your license plate and backup lights.

You can buy a surco roof rack...they are like ~ $200...plus a spare tire carrier. Not too expensive.

I've even seen some guys just strap their spare to the roof rack basket. Use a couple of rachet straps and save on having to buy the tire mount hardwear.
