should the car move with parking brake on in drive?

1994 4Runner A/T 3VZE.

hey all, did my rear drum brakes today and I'm curious about my adjustment. I adjusted to the spider gears until I felt resistance. But I notice that on a flat road, if I put the parking brake on, and put the car into drive (no foot on gas), the car will move forward. Is this expected? I would have thought that the parking brake should be stronger than drive (no foot on gas). I went back and adjusted the spider gears until the car no longer moved forward when in drive (no foot on gas) but now the wheels have too much resistance (can barely move by hand when jacked up and in neutral no parking brake on) and I'm worried that I kamikaze'd my mpg.

Anyone have any thoughts?

Put the truck in reverse, parking brake off, back-up at 5 to 10 mph, then apply the brakes in quick short pumps until it stops to finish adjusting the shoes. Do this several times. Do this procedure the next few times you drive the truck. They are self adjusting drum brakes. This makes a big difference.

If not, then maybe your parking brake cable is stretched and not fully applying the brakes. On my 86 , there is a cable Y-piece attached to a threaded rod under the truck. You can tighten nut to tighten the cables. Don't over do it or the brakes will drag.

Making adjustments at the bellcrank where the front brake cable links up to the two rear cables can make a huge difference.

i admit i sometimes forget about adjusting that part of the system, and tend to make the adjustments at the wheels. note to self: check the adjustment right in front of the gas tank skid on the passenger side.

I adjusted at the wheels and my parking brake still wouldn’t hold vehicle on any sort of incline when in neutral. So I backed out both rear adjusters, then adjusted bell crank. Then I went back and readjusted at the rear wheels. Night and day difference
