1994 4Runner 3VZE power loss

Hello everyone, new to the forums. I am having issues with my 1994 Toyota 4Runner 3.0 with a 5 speed R150f swap (Originally an A340h Automatic). It seems to be losing power. It seems to happen from idle up to 5k rpm. The weird thing is sometimes it will run fine without any power loss. If I am at 3k rpm and floor it the RPMs will slowly go up. It also seems to fluctuate with throttle position. Engine does not run rough at all.

List of things changed/ checked
-TPS
-Spark plugs and wires
-AFM
-Checked for vacuum leaks
-Timing is set at 10 degrees with E1 and TE1 jumped
-Upstream O2 sensor


Check engine light works and is not throwing any codes. Any input would be much appreciated. Thanks!
