22re high pitched whine (sounds like a supercharger)

Hello!
So here we have a 22re that has a high pitched whine, almost sounds like it has a supercharger. It sounds like it's coming from the front of the engine? It happened after the whole timing chain was replaced. From what I can remember, the whine wasn't there before the timing chain was changed. Since if that's the case, we assume it's that the chain is too tight? Can the chain tensioner be tensioning the chain too tight? There's no adjustment in the chain tensioner, (and there's that pin on the tensioner that slides into the block, so it's in the perfect position) so I would assume that one couldn't adjust the chain so that it's too tight? Is the tensioner just working over time?
We thought it was the bearing in the power steering pulley going bad, but we removed the belt to the power steering pump and the whine remained. The engine performs great in spite of the whine. No loss of power, no weird issues, just a super charger like whine.
I've included a video of what the engine sounds like from within the cab.

Did you check your belts & pulleys? Sounds like alternator whine to me.
