1991 Toyota 4Runner 3.0 Won't Start After Plugging In Cigarette Lighter

I pluged in the cigarette lighter and now my 4runner won't start. I have no spark or power to fuel pump. I replaced the Ignitor and the Coil. I have also changed out the efi relay and still nothing. I also have checked all the fuses in the driver side kick panel and in the passenger side engine compartment. I have changed out every fuse aswell. I took a multi meter to my Ignition Switch and I have no power to any wire at all. Any help would be appreciated and thankyou! and yes i tried jumping the fuel pump and still nothing.

If someone rigged the cig lighter circuit directly to a hot wire without using a fuse, you prob blew the main fuse at the battery.

They are located by the battery, you should have an 80A fusible link and 2 smaller ones. Before you even check these, are you saying you have no power at all in the kick panel fuse box? And no power on your main ignition wire at the key switch? You can probably see if any are blown by just looking at the center.

Here is how to change a fusible link (if any are bad). Disconnect the battery first!

Should look something like this
