I don't recognize it. In that location on my 4runner is the ABS relay.

Are the vacuum lines coming from it currently not connected to anything?

yeah, ı also saw pics that there is a abs relay at that location. Model 1990 4x4 manuel 3vze engine. Usa&Canada version.
top hose goes to inside of the fender. but the bottom one is the wrong connected one in my opinion. ıt is connected to the orange&black check valve with T connection. but ı guess that it is wrong bcs in the vacuum hose diagram beneath the hood, orange and black valve directly connected with AS VSV. not have any T connection

When you say the hose goes to inside of the fender, do you mean it attaches to a fitting in the fender apron like this:

I, too, don't recognize the layout in your photo. But if your hose goes through a fitting like the above, that hose goes to a canister inside the fender, which is the vacuum reservoir for the ADD. The the same line that goes to the reservoir goes to the two VSVs and continues to a blue-white check valve, then to the "gas filter" (the three-prong port on the plenum). On my truck, the orange-black check valve is for the PAIR. I'm guessing your "AS" VSV is really the "AC" VSV. On mine, the vacuum to the AC VSV is shared with the FPR (Fuel Pressure-up VSV).

I don't know if any of that helps. But if you make a diagram showing how your vacuum lines are currently connected, and include a pic of your under-hood sticker, someone is likely to be able to help. Yeah, a picture is worth a 1,000 words, but a simple drawing is usually worth even more.

Hello, thanks for your explanation. I have checked it and ı saw that it is not going into the fender. It is like a sensor kind of thing. upper Cable is attached to the blue and red socket cables . The bottom hose of it numbered as #1 (which is now connected with blue/white check valve with T connection and directed to gas filter ) however in my vacuum hose diagram #1 hose ( which is orange black valve hose ) directly connected to the gas filter on the plenum. other than the blue/white check valve and this mysterious part all other hoses routed and connected as indicated on the diagram.
