Fuel Tank Strap Challenges

Fuel Tank Strap Challenges

I thought I was in the home stretch of replacing the fuel tank of my 02 Land Cruiser. I have the tank in place with a jack. Everything lines up with the fuel lines and fill lines. The tank straps are coming up almost 1" short of reconnecting. Tried bolting one side first and pulling to connect the pins. There was no way this was going to work. Unbolted and put the pins in so I can try to stretch and bolt the other side. No luck. There do not appear to be any obstructions. Has anyone run into this issue? I have found several topics on this searching the interwebs, but no definitive answer on how to deal with stubborn straps. Any suggestions are appreciated. So close to having the cruiser up and running for the weekend.
