1993 T100 V6 - "bouncing" throttle (not idle)

I'm having a lot of trouble diagnosing an issue with my truck even after extensive googling and reading through the sticky threads here.
The truck will start up and idle fine but as soon as you push the throttle it "bounces" between ~1500 and 2500 RPM and refuses to hold any rpm.That happens regardless of if the pedal is to the floor or partway.

I've checked for vacuum leaks, replaced the throttle position sensor, and cleaned the MAF sensor. I'm guessing it has to be some sort of a sensor?
My battery is only a year old but it goes deal within a week of being parked and not running so I have to jump it to start the engine. Could that be related somehow? I'm not very good at chasing down electrical gremlins but have checked all the fuses and relays and found no problems
EDIT: I pulled the following codes this afternoon after having no codes the last time:
14 = Ignition signal
41 = Throttle Position Sensor Signal
Time to replace the TPS? Would that change anything for code 14 as well?

I don't know much about this problem, but let's take care of the codes first.
When you installed the new Throttle Position Sensor, did you adjust it to factory specs?
You can read through this page from 4Crawler to see how the TPS works and how to adjust. Just follow the 3VZ-E specifications. This procedure requires a multimeter. Do you have one and know how to use it?
