92 22re no fuel from pump 1992 truck

I let my truck sit about a year and when i tried to start i had no fuel from pump i replaced the pump with a new oem pump and still no fuel. I loosened the line going to the inlet side of fuel filter and no fuel from tank. I check the open circuit relay and have close to 12 volts on blue wire when cranking i also used a jumper wire at the diagnostic plug and still no fuel I swapped the relays in fuse box and no fuel checked all the fuses i knew to check. I only added about two to three gallons of gas and gauge shows near 1/4 of a tank i would think it has enough to start. I didn't check pump before installing but wouldn't think it was bad.I opened the flap in the maf and it clicks but no fuel. I do not hear the pump running.

First, if you play with the font color, and you're not careful, you can end up with "black on black" text in your post. Meaning: no one can read it. Just leave the font color alone.
With the key off, test for resistance to ground at the FP diagnostic connector. You're measuring the resistance of the fuel pump, and it should be very low (single-digit ohms). If you get high resistance, you have an open in the fuel pump circuit (this is consistent with finding 12v on the output pin (#1) of the Circuit Opening Relay, but no pump running). This COULD be a bad fuel pump, or could be an open connection anywhere along the way. Before I removed the fuel pump again, I'd check it right at the connector to the pump at the fuel tank. (Which, of course, you should have done before you replaced the pump.)
Re-set your meter, and check for voltage to ground at FP with someone holding the key to STArt. You should get 12v there; that's a test of the COR-EFI circuit.

I have nothing with ohm meter on fp terminal and grounded to negative battery side and when cranking i have 11 volts from fp terminal. I am thinking i should lower tank and check at pump plug and i have 11 volts there maybe the pump is defective correct ?

You're still getting "black-on-black" text, which obscures your first paragraph.
Yeah, you could have a bad fuel pump. Or you could have a broken wire/connection anywhere along the way. That's why you want to eliminate every possibility as you get closer to the pump. Otherwise, you might drop the tank and buy a new pump without fixing anything.

I was copying and pasting hopefully that is causing the black on black. I am going to lower the tank and check volts at the pump hopefully it has power there and is a bad pump. I will post back when i try this. Thanks for your reply.

Update. I feel like a idiot but after lowering the tank i found i failed to plug the pump back up. I don't have a lift and fighting with the tank to get it back into place i just failed to plug it up. Starts fine now thanks for your help.
Now i need to move on with the next project. I let it sit running for about ten hours about two years ago i just forgot it was running. It had old gas in it that was about two years old and after i shut it down the next morning it was hard to start and like it was out of time and when it stared
it was missing after checking the compression i found number three only has around 60 psi the rest are good i checked the valve clearance and they were good.
Should i be looking at the timing chain to make sure it hasn't slipped or the head for a bad valve ? This 22re only has 34,000 miles on it i purchased it new. Long story but when it was new it had a knock when it started and Toyota replaced the short block and that didn't correct the problem and then replaced the head and no problems until now. It is a 1992 Maybe a broken valve spring f so can a spring be replaced without removing the head ?
