What does the EGR vacuum modulator DO on the 3vze?

What does the EGR vacuum modulator DO on the 3vze?
I was just curious. The 'r' nipple broke off without me knowing and I just replaced the whole thing, but what the heck does it do? I didn't notice any MPG or power differences at all.
