Alternator belt slipping
Power steering belt and ac belt line up wondering if it could be the wrong alternator bracket or possibly wrong alternator the last owner had the belt on really tight any tips on how to tighten alt belt

You'll need to loosen the bolts that come in from the front and then adjust the bolt that runs left to right. You will see it tighten up. The spec for that belt should be about one half inch of deflection, meaning that when you push a finger down in the middle of it, it should go down about half an inch. It's pretty tight because you only have one accessory on the belt and it's not very long.
Even if it was loose, you probably wouldn't see it running off the pulley. You may have another issue like you mentioned above. The pulleys should be in line with each other. I seriously doubt it's the wrong bracket but the alt may not be right. Have you checked that the pulley is all the way down on the shaft. When folks change alternators they don't always come with the pulley. You have to swap them with your old one. That's hard to do without an impact wrench so a lot of folks don't get it right. I've never replaced an alternator on a Toyota so I can't say for sure but this is the norm on other vehicles.

Wait, what? The water pump on the 3VZE is driven by the timing belt. It has no pulleys; you can't even see it with the timing cover on.

The fan pulley bracket is just a pulley with the fan assembly attached and spins "freely" in a bearing inset into a bracket that looks a lot like a piece of a timing cover casing. The fan pulley assembly doesn't drive anything other than to spin the fan assembly/clutch, it's not driven by anything other than the fan belt which is driven by the crank pulley.

I have an issue with mine also, when the engine first starts up that bearing will "whine" for a while and then the noise will go away. Larry at Yodaman explained to me that that bearing gets dried out and that will cause the whine and unless it got really loud or didn't stop whining it wasn't an immediate concern, if it started to whine all the time then it was time to do something about it. That didn't really set all that well with me so I plan to have it replaced within the next few months. So far, the whine goes away after a few minutes of warming up.
(I believe the above is correct, those of you with more knowledge than me please correct any mistakes I may have made, thanks!)

As I said in my own posting, I didn't have the disastrous failure G3R0N1M0 did, but I did get stranded where the repair was expensive and time consuming.

To the best of my knowledge, no, it shouldn't be able to be pulled out from the housing. That seems to indicate that whatever retains it on the back side of the bracket is not holding anymore.
From your earlier descriptions of what is happening, it sounds like the free-floating fan pulley(because something has come loose on the backside) is pulling your belts out of alignment and even jumping off your alternator pulley.
Have you removed the belt from the fan pulley to see if the fan pulley pulls all the way out from the housing/bracket? I'm not sure if there's enough room to that before it hits the radiator and I'm not near my vehicle right now to check.
In any case, it sounds like the fan pulley bracket has failed and should be replaced.
Again, these are only my guesses and others may have more knowledge they can share.
And as noted by someone else, some pictures could be very helpful in diagnosing what's happening.
Sorry, I just noticed you said "pull freely out", if it pulls completely out, then yes, it is definitely broken and should be replaced. In fact, I'm pretty sure it shouldn't move in and out at all, the bearing and the shaft retainer should hold it in place from moving laterally in and out.
