New rebuild runs rough low idle backfire.
Ok just rebuilt my 22re and got it to fire today. She fired up but ran with a very low idle and the before I could disconnect the jumper cables and hit the gas she popped and shut off. Tried again and same thing. Seems rich to me. I think I got it all together correct. Could the distributor be off a tooth?

Timing is off. Either the distributor is too far advanced or your mechanical timing on the chain is off. If its blowing out the intake, its firing when the intake valve is open. Pop the cover and check the timing mark against TDC .

I am going to Restab the distributor next. I believe I got the timing chain correct. So I am going to run with that theory. Also when I adjusted the valves the first time they were very close to start with.
