I just picked up a 1991 Toyota Pickup. The previous owner rebuilt a 22R with a Weber carb. When it is cold it takes a minute to get it started and if I'm not constantly on the gas pedal then it will die. Once the engine warms up it stays running. I've never owned a carbed vehicle so I am new to carburetors.

Any ideas?

Carburetors have chokes for just that purpose (operating when cold). If the choke is stuck or misadjusted, you could have this problem.

Just so you know, adjusting carburetors can be compared to painting the ceiling of the Sistine Chapel. It takes forever and is more art than science. Only one of the reasons no one builds a car with a carburetor today. (And maybe why you were sold this one.)
