Hello. I have a 91 truck w/a 22re. It isn't passing smog and I'm wondering where I should start. I'm having a hard time getting the timing to set. When I short out the terminals it says in the manual nothing happens. I need so guidance

 

Aside from searching, look at Youtube videos for setting timing on 22re.
