Found my fuel pump bracket completely snapped off (clean break) and dangling by the attached ground wire. In other words, the pump was grounding through this bracket making contact with the bottom of the tank.

One, I don't know how it ran. Two, I'm sure glad I never let the tank run low.

Symptom: intermittent low fuel pressure, running lean, surging.

How it ran at all is beyond me.

 

My temporary fix until my replacement part arrives from YotaYard.

Ran a new heavy gauge ground wire to the top plate. Double nutted to ensure it stays snug and no sparks.
