turn signals flashers horn?

For the flasher, check the actuall flasher module. Chances are, it's burned out. Get an electronically controlled flasher from an auto parts store.
As far as the horn goes...check the wires on the horn itself. Then peel back the part on your steering wheel, and see if that's swell.

If the cab fuse was good then there's the possiblity of an in line fuse that has opened. Is the radio working? There's a black/white positive lead that feeds both the hazards, horn and radio.
If the problem was the relay the head lights also would be having a problem cause the horn, lights hazards are all tied into the haz/horn/light fuse relay (under the engine hood).
