22re hits wall at about 4500 rpm

22re hits wall at about 4500 rpm
I am hoping someone can point me in the right direction with this. If at WOT once the engine reaches 4500rpm it literally stops accelerating and has no power. Now the funny thing is its intermittent. Sometimes it will rev as high as i want and have power all the way thru. I'll have a video soon
The cat has been removed, has already undergone a head gasket change. Timing chain is spot on. TPS has been changed. The car seems to run a tad rich, not billowing black smoke or getting poor mileage (27 mpg) but smells a little rich if you follow it. Any help is apricciated :-)
