3.0 fuel pump issues;ground or relay

yess i searched before i posted.found nothing for my paticular situation. truck is a 1993 toyota pickup ext cab 3.0 manual.it stopped on the road i assumed it was out of gas and it might have been..filled it up and it wont start.ign fuse was blown;changed it.have no power to the blue wire going to the pump until i turn the key on and jump the b+ and FP in the data connecter.the pump does not go on when i do this and obviously does not start..ok the pump may be bad but why is there no power there with the key on without jumping it at the data port.checked the circuit open relay...it clicks and have power to the white w black when cranking and the green and yellow grounds when cranking...is there some link im missing?il change the pump once i know its getting power the way its intended to!thanks in advance..

The Circuit Opening Relay is open with key on, not in "Start position," not running. So there is no power to the blue wire between pin one of the COR and the fuel pump.

When you crank it, the STA (start) signal closes the COR by putting 12v to the black w/white. When you suck air through the VAF (while cranking or running), the VAF grounds the green w/yellow and keeps the COR closed (so the fuel pump will keep running).

So there should be no voltage on the blue wire until you crank it.

Any idea what took out the ignition fuse?
