89 Toyota Pickup Turn Signal Issue

Just picked up my first Toyota! 89 Toyota Pickup, 22RE, 5-Speed, 4x4 and the best part...130,000 original miles! Its needs some TLC, but nothing major! My biggest problem right now is that my turn signals do not work. The previous owner installed some very stylish Euro style taillights and some POS autozone steering wheel. My hazard lights work, but when I try to use my turn signals, nothing works. The tailights dont blink, the front lights dont blink and even the greens arrows on the dash dont work. Where should I start? Im not very good with wiring.

Thanks

First thing if you are going to learn about wiring is buy a decent multimeter that will measure DC voltage and allow you to test if circuits are open or shorted (continuity) and measure resistance (measurements in ohms). If you can't afford one right now at least buy a 12v. test light. Your turn signals and hazard lights use the same, wiring, bulb filament and flasher, so there is nothing wrong there. The turn signals are fed from a different fuse then the hazard lights, so check and see if your turn signal fuse is blown. However the turn signal circuit passes through the integration relay which is located on the back of the main cabin fuse panel under the drivers' side kick. Though it is not common integration relays do fail. then the circuit goes to the combination switch. (Headlight switch, dimmer switch, wiper switch, turn signals...)you know where it is.
If your fuse is okay, then this is where the test light comes in. connect it to ground and start following the circuit from the fuse to the combination switch, checking for voltage at every junction or connector. You should find wiring diagrams for your truck on here, but seeing as though this is your first Toyota , I would imagine you are going to become a Toy nut like the rest of us so before you start doing anything to this truck, try and find a used Toyota FSM (Factory Service Manual) and a Toyota Wiring diagram Manual for an 89 Toyota Pickup. Remember 89 was the first year of the gen 3 body style for the pickup, the 4Runner was still Gen 1, so the manuals are different. The Chilton and Haynes manuals are ok for minor repairs and maintenance, but the factory Toyota ones are the best. Check, CraigsList, ebay, etc on a regular basis and I'm sure you will find them for a decent price.

What fuse box do you want to setup? What do you want to power with it?
Re turn signals and hazards, find blinker relay, turn signal switch and hazard switch from 1986 to 1988 (also maybe 1984 - 1985 trucks) and wire like below:
