1991 won't start when cold!

Our 1991 4Runner 22re 5 speed will not start when it's cold out.

I have researched and read nearly everything on this forum and others reguarding this type of problem. We even took it to the shop and paid $600 plus to find out they couldn't find the problem either. So here's whats going on this is our daily driver and one morning it would not start - she cranked over but wouldn't fire. Came on this forum and searched possible problems came up with a temporary solution. We were afriad the fuel pump was gone (a $900 repair - yikes!) so we jumped the pump - it runs! It even started while the jumper wire was connected.
More research lead to faulty relays or sensors so we sent it to a Toyota dealership recommended shop. They had no problems starting it but it was in a heated garage. We picked it up and it wouldn't start - but we still had to pay the man for his time - $600!!
I still think its a relay problem or something but cannot afford to spend thousands of dollars chasing a ghost - we're driving it jumped as it's our only vehicle... the shop checked every relay, switch and wire and the research that I did here and online points to the AFM - however that seems to be fine as well in a heated garage

seriously confused - we love Betty and we've already sunk a fair chunk of change into her so we're pretty commited.

jump the fuel pump and it starts even when cold?

yes - even in about -25C. Seems as soon as it hits about -10 it will not allow the fuel pump to engage. The truck runs and drives as though the jumper wire isn't there when jumped.
It's been really nice out lately and have been able to run without the jumper wire

Mine did that... Never quite found a solution (Didn't take it to any professional, I'm more of a "find out on your own" person) but did find that if I pop it into neutral and get it rolling for about 2 feet and it starts right up! Pretty weird, I know!

sounds like the shops really took you unfortunately.

i'd hit the scrapyard for another AFM and CO relay

Thats what I think - every time we went in there they were all sitting on thier collective butts drinking coffee... but they're "so busy" anyway - still jumping it from the diagnostic box when it won't start on its own
