Fleet Vehicle Purchase: what to look for??

Here is the listing from my fleet manager:

2004 Toyota Tacoma XCAB
Mileage = 196,801
2.4L 4 cylinder
Automatic/Air/Cruise
AM/FM/CD
White exterior/gray interior
Note: needs tires soon, 1 cylinder losing compression.
Local mechanic estimates repair could be $2,000.
Trade-in value = $3,600
Appx. Retail value = $7,300
Minimum bid = $1,350 (discounted for engine problem and tires)

I drove the truck around and it runs a little rough. I just found out I should turn the A/C on and let it idle and watch the RPMs. Does anyone else have any suggestions on what to check and about the possible repairs that I may need to do to the vehicle?

one cylinder losing compression?
plan on major repairs-head gasket? rings? valves? basically it sounds like you are gonna need to rebuild it.
