no slight vacuum on egr cose 71

Not sure what the fault is, while following the FSM it states that I should have a slight vacuum while at 2500 rpm when warm. I do not. I can kill the engine when the vacuum is directly hooked up and all other FSM tests pan out. I have replaced the EGR with a junkyard find - but the test result is the same. 1991 4runner 3.0 code 71 500 miles on a rebuilt longblock vacuum lines are correct.
Thank you in advance for your ideas
