Rear brakes wont work

Rear brakes wont work
Hi, I have a 1985 extended cab pickup 4x4. New brake lines in back, everything else seems to be fine, but when I put on the brakes the rear wheels still spin, so no rear brakes it appears. Any ideas what else could be wrong. Thanks.

Shoes adjusted properly and not worn down too far?
Brake lines bled including the LSPV up on the passenger side frame rail and the front brakes?
And is the LSPV adjusted properly? Sensing arm is typically up near the top of it's range of travel, at least that is what worked best on my '85 4Runner:
