When adjusting 3vze idle speed, do you adjust idle air screw, or throttle screw?

When adjusting 3vze idle speed, do you adjust idle air screw, or throttle screw?

There are two screws i talking about, the one that is built into the TB (idle air screw?) and the one that stops the throttle.

I adjusted my timing to 16 * btdc and fixed a unmetered air leak, now it idles around 1500 in neutral; and 1100 in drive.

Ok, good cause I lost a couple allen wrenches and broke a couple flashlights trying to adjust the other one. Should of asked first. Thanks Mudhippy
