Replacing the 4x4 actuator is the first thing ide be doing..located under the plastic cover under the cig lighter/ ashtray.

It would take about 10 mins to swap that.

If you need one pm me I just parted a 93 4runner still have all the relays at my house shipping would be cheap.

here is the best way to fix this.
1. pull off the actuator with the fork in it (on the front of the axle).
2. get a hose clamp and put it on the side that makes the fork engaged
3. crimp the vacuum line off
4. bolt her back in
5. buy some manual hubs
...golden! there are several threads on this. thats what i did to mine and it is perfect

Something similar happend to me one time in the middle of a field with 16 inches of snow and i was going no where, turned out one of my vaccum lines on the passengers side under the hood had somehow came off? Plugged it back up and it worked great! My relay and everything was working just like yours too.

Check the connections for the sensor. Mine was unplugged and the light wouldn't come on, although it would go into 4x4 most of the time.
