will 2006 4x4 taco front strut assembly (including coil) fit a 1999 4x4 taco?

i have a 99 taco 4x4 that has 4runner struts and coils with 3 inch spacers. I bought the truck from a guy and thats what he told me. They are extremely rough. ANy idea why he used 4runner struts and coils with 3 inch spacers? and i found a guy selling his struts/coils from 2006 taco and wanted to know if they would fit my truck? is there a way to keep spacers and improve ride? and if i have to take the spacers off(i dont go off road any more) what brand of strut /coil combo do you guys recommend to improve comfort in ride? any help will be appreciated.
