Question Timing is off.... how to fix it?

I searched, and did not find any posts related to my '92 4Runner, so I am going to just post a new thread and hope that someone is nice enough to help out.
My situation: my truck failed smog yesterday due to the timing being off 5 degrees. It's supposed to be at 10 degrees, but is currently at 15 degrees.
I am currently downloading the manual that I found from a previous post, but it might be easier if someone could tell me what they did or any tips on how to fix this. I have to have done BEFORE the 8th of this month.
Tags are already paid, but they would not give me a temporary. Dumb DMV

It's not hard, but by all means get any manual rather than relying on my short description. Even the Haynes Manual (pretty good, actually, IMO) will do, and you might be able to get that from the library.

You'll need a timing light ($15-$30 at any auto parts store). Don't forget to put the jumper into the diagnostic port between TE1 and E1. Point the timing light at the degree mark (at the 1 o'clock position above the crank pulley, facing the pulley) and read the timing. Loosen the distributor hold-down bolt, and gently turn the distributor until you hit 10 degrees.

Your going to want to turn it back up after you pass. That extra 15 degreese make a good bit of power.
