NO CLEARANCE after Valve Job 2.7 Help

NO CLEARANCE after Valve Job 2.7 Help
Before I go back to machine shop to say WT Heck, Is it possible thatall my vaLves could be too tight ( no clearaance on any one. Stupid me didnt look at clearances upon disassembly< 16 shims at $10 a piece will suck.
I was thinking of buying one shim, the smallest possible to see if it would open up clearance. The head is still off. Would that effectthe clearance? I can't figure out how it would? HELP!!!

I called today, and of course the Toyota guy doesn't work today. Went to Toyota, of course they don't have 2.5 mm shim in stock.
More I think of it, the more I think that the valve stems are higher due putting in new seats. My opinions?
Should have bought one on Ebay !!!
