Well, if there are wires that aren't connected, all the wires there have a plug on them, all the plugs are unique. Were you moving forward in 4z4? put hte truck in 4x4, drive a bit, and then grab the front drive shaft. can you spin it? is the front ADD locking? take some pics of the wires.

Upon inspection underneath the vehicle, there are several 4WD connectors on the transfer case just hanging there, not connected. I didn't see the leads from the body of the runner, but I am going to assume they are different, or they'd be plugged in. This leads me to believe the original, limited tranny/transfer case was replaced with an SR5 tranny/transfer case.
The vehicle will engage in low range, but we get nothing else from the 4WD system. The front drive shaft does not spin, and we get no indicator lamps. Again, I believe because the transfer cases have slightly different controls, none of the wires were connected, hence not engaging the 4WD.
What I need is the Limited and SR5 wiring diagrams so I can string it all together and make it work. Thanks to the poster who linked me back to the 02 FSM, I did find that one before. The only issue with that is that the 4WD systems in 02 were all like the Limited in 1997, but with the addition of the center diff and respective locker. There is no diagram for an SR5 type of transfer case in that particular FSM.
Thanks all for the help so far! Keep those posts coming

Does the case have a motor on the back of it?
On my 99 limited I pulled apart recently, the reason you get Low, is its an actual mechanical changing of gears, as is Neutral. The others, are just switches activated by pulling the 4x4 lever. There should be two on the right side (facing forward) these should be your 2wd (in front) and 4hi "switches" so when you pull the lever back one, the 4hi switch is turned on, that makes the motor do the actual selecting.
But if yours doesn't have a motor on the back, ignore that all.
So if it has the motor that one on the top right should be the 2-4 select switch.
Does this make any sense as to what your seeing? I could be completely wrong.
(thinking out loud) but you might not have the 2hi switch, because why would the case care if you were in 2wd, there is no un locked center diff, so your either in 4x4 or not... so there might only be one switch?
