91 4runner 3vze wont start

hi i have a 91 4runner that wont start. I put a new timing belt and water pump on it and have not been able to get it started since. All the timing marks line up and i barred the moter over a couple times to make sure everything was right before i put it back together. It has new plugs and wires in it. Its getting spark and fuel to the rails the only things i know are wrong is it has a code 24 which i think is a intake air temp sensor and on the top of the throttle body there is three vacuum lines and the one closest to the firewall is missing. Im not sure where the hose goes or if the sensor would keep it from starting. Any help would be great.
Thanks

I just got done doing a head gasket job and when I put her back together I found out that I put the rotor on wrong when I could have sworn I put it on facing #1. I know it sounds stupid but is that something you checked already?
I am trying to picture which hose is closest to the fire wall. The closest one in that rats nest of hoses is the fuel return line and I don't think that would keep it from starting. As far as vacuum hoses I don't know of one that'll keep a truck from running. They would just keep it from running right. Now electrical connections is a different story.

i just rebuilt my 3.0 in my 91 runner and on mine that vac line ur wondering about connects up on the back of the intake manifold (where the very last mounting bolt is). There is a metal vacuum line/bracket down there where that vacuum line goes. Its right in front of the cold start injector time switch sensor which is on the coolant bypass on the back of the intake manifold.
