86 22re low idle when cold after rebuild.

Title says it all. I rebuilt the 22re in my '86 Runner. Ever since it tries to idle around 600 RPM (or less) when it's cold. Idles fine at operating temp. When it's really cold you have to play the gas pedal to get it to start. Thoughts?

Idle air valve is not working. I had to replace mine. I had no fast idle in the morning.

Can anyone back this up? Those things aren't exactly easy to get to, and I'd hate to change out the wrong part...
