Tailgate ground wires?

Tailgate ground wires?
I got a new tailgate to put on my 4runner (with a piece of glass inside) well I look for the inside connector... the PO cut it off
I really have no idea why he sold off the tailgate in the firstplace since it was in good shape and was on the runner, but he did and cut off the plug. SOOOOOO fortunately the crappy tailgate i originally grabbed to put on this rig, I cut off the pigtail "just in case" and kept it with the tailgate. The 4runner i got the crappy tailgate off was junk so no harm done. So today i spent most of the afternoon splicing the wires together. So when i go to raise and lower the taiglate. Nothing. No worky. I go back over the wires and they match fine. Going into the tailgate looknig at things i see the grounds and they look fine. Enoguh of the rant. My question is are the white wire with black tracer the only grounds for the tailgate? or does it also go through the body? The truck i m worknig with is a 86 4runner, i am not sure of the vintage of the new tailgate.
