If you truck has a solenoid resistor and it goes bad your truck won`t start. I had the same problem with my 86 4Runner. I had good spark and fuel but it just wouldn`t start, i checked everything i could think of and still nothing, i had a spare solenoid resistor and just for the heck of it i decided to try it, and to my suprise it started on the first try. So see if you have one on your truck and check it out.

9.8 volt drop is alot. normally should only be 1v or so drop.
have you tapped the starter? tap it a couple of times with a ratchet or wrench. unhook your battery first to prevent a slip.
Check your grounds, do continuity checks between the frame and your connection point.

Im not suprised, its not a common part thats normally replaced, so you would need to look in a wrecking yard or go to the dealer. When mine went bad i found one at pic n pull. In your case, go to pic n pull on Sunrise Blvd, I go there alot, you should be able to find one there. (pocket part). Grab an extra one for a spare.
