tension on the throttle pulley

The throttle cable is really tight and is almost on the verge of holding the throttle open. Is there any other way to loosen the cable other than the 2 bolts at the end of the shielding? I have the bolts as loose as they'll allow, and it's still pretty tight.

I feel stupid. I guess I've had my moment for the day.

I just loosened the nuts on the cable and I was moving them the wrong way. Brought it forward and got some slack in the line.

May someone use the search function and learn from my ignorance. Your welcome.

Havent driven it yet, but it's idling better and does not stick anymore.
