PLEASE HELP!! Fuel pressure

I am going crazy here... I have had a numerous mechanics look at this, and this is my 3rd post in the forum on the same issue... The ONLY symptom I am having is long cranking... If the truck is shut off for more than 10 minutes, it takes about 5 or 6 seconds of cranking before it starts, and it takes about 10 seconds if the truck is completely cold after sitting for hours.

When the key is shut off on my truck, it instantly loses total fuel pressure in the rail. If I pinch off the return line into the tank, the pressure remains within factory range and the truck starts perfect after 1 minute or 1 hour or 1 day...

I have spent over $2K now on diagnosis, including a new pump (and hanger) THREE new regulators (since that is what everyone says the problem is) and now I just installed new LC Engineering injectors along with the latest regulator.

I really need help with this. We even wired the pump to turn on when the key is in the "on" position, hoping that i could turn the key on, wait till the pump pressurizes the rail, then start the truck, but that didnt work!

ANY ideas would be appreciated. Im on the verge of going postal!
