91 v6 fouling plugs

My brotherinlaw has a pickup with the 3.0, it wont start unless it has a new set of plugs in it. He can crank it over untill the battery dies and it just fouls the plugs. Put a new set in and it starts right up.

Does anyone have a clue what this might be? I'm thinking it has to do with the igniter or distributor somehow.

are you saying that the plugs are a one time use only kinda thing?

Its not the distributor if it starts up. My guess is that its a problem with fuel mixture or someting of the sorts. Maybe oil. Not sure, ur on new ground for me

cold start injector or cold start injector time switch
I'd lean towards the first myself.
