are you talking about notching for the rear mounts below the tailgate?
not sure about the MC bumpers on 2nd and third gen trucks but I had to trim my lower rear quarter panels on my 1st Gen. I have a 4" grinder and a sawzall...works great for that so of stuff

like asked above. for tubing, 4" grinder, and a half round file for perfecting it. have a nice fit so its as strong as possible. dont fill in gaping gaps with welder fill, have the fit nice and snug, your weld will look better, and perform better.

As far as notching goes I used some heavy tin snips and a file to clean up the cuts.
