Do I have a 1999 California emissions 4runner?
Hello,
I'm trying to determine if I have a California emissions 4runner. I believe I read that if the 1999 4runner had two catalytic converters it was a California emissions vehicle. My vehicle’s was originally titled in Pennsylvania and now Ohio. It’s never been titled in California. Attached are pics from underneath the vehicle and it appears that there are 2 converters unless the second is an exhaust resonator? If I have a California emissions vehicle, what can I do to make it a 49 state vehicle? If it's a matter of just replacing the converters with a 49 state version, does the ECM need to be reset? Thank you for your time in helping me here.

The other problem you may have is the Cali trucks also have both an O2 sensor and a air-fuel ratio sensor which may also mean it uses a slightly different ECU making things not really worth changing.
There's really no performnace diff between Cali trucks and the 49 state Runners.

Somewhere I thought I read that all/most 3rd gen 4runners have two cats, regardless
Don't take my word on it though.
Why do you want to make it "49" state emissions? It's not like you can't pass emissions in the other states with Cali stuff.

I fought with this whole ordeal for weeks with old 4Runner.
If you have two cats, its a CA emissions vehicle.
Solution? Not too bad.
I ended up getting a Rear O2 Simulator from URD USA and then removing the rear cat.
Worked just fine and never had a problem from the time I installed it to when I sold the rig.
No need for a new ECU or anything thankfully, just be sure you wire it up correctly and reset the ECU by pulling the fuse.

why are you trying to change? bad second cat? the whole thing with california emissions cars are they are strictor on the amount of the emissions the car is allowed to dump. To make them they take federal emissions vehicles and add components to the motors to make them run cleaner. Doesnt' mean you can't drive them anywhere else in the states besides california. My 92 pickup was california and it had egr temp sensors and 1 cat 1 o2 sensor. Maybe let us know a little bit more of what you're trying to accomplish so we can help you out better.

I just don't like the idea of having to change 2 cats down the road. What are my options besides the URD unit? Can I just have one cat and reset the ECU? Thanks for all your help everyone!

Resetting the ECU will not change the parameters in which it requires the emissions to be.
Did you read through my thread of everything I went through?

The only time I could tell is when I was accelerating, seemed to have a little bit more power without the rear cat.
No codes thrown whatsoever, I couldn't have asked for a better solution.
URD USA came through once again.
I highly recommend that route for your solution.
