City mpg really sucks

Yep this is another sucky mileage post but I really need some suggestions considering how high gas prices are nowadays. Does anybody know what could be wrong with my truck if I get semi decent mileage on highways ~17-18 mpg but on city it dips wayyyyyyyyyy down to I'd have to guess like 11 or so. This was the first time I did mostly city driving and was really surprised how bad my city mileage was. The first half of the tank I drove all city and it didnt even reach 100 miles at the half way point of the gauge and if I had not driven some freeway on the rest of the tank pulling the mpg up a bit, the mpg would have been worse than the 13.5 I averaged on that tank. I know its not great to begin with but it shouldnt be this bad right? I have a 3.4 and its getting mileage like a 3.0.
Oh and I usually drive with an unleaded foot too so thats not the problem.

When was the last time you had a tune-up? How about the fuel filter? Tire pressure good?
