High Idle when cold 22r

My truck idles high when it is cold then idles normal after it warms up.

The cold idle adjustment screw doesn't affect it.

I don't think the cold idle even works. the arm that is expose to come and meet it never moves doesn't move.

The choke works fine.

Could have anything to do with the air/fuel adjustment screw?

Its all good man. When you say your cold idle screw doesnt work, you may be turning the wrong screw, I did that for a while before i figured it out. Its on the back of the carb and when you open the throttle it gets turned up towards you(when standing on the passenger side)

I don't have a tach but I would guess around 2000-2500 enough to where if I let up on the clutch I don't have to give it any gas

I'm sure that I'm messing with the right screw too.

This makes sense https://www.yotatech.com/forums/f116/cold-start-161237/
