No. The R150F already has a 23 spline output.

The 23 spline input gear goes into the gear drive transfer case to either replace a 21 spline or upgrade an existing 23 spline to Marlins total-spline.

To answer your second question... The R150F bellhousing mounts to a 3VZ-E while the R151F bellhousing mounts to a 22R/RE. So they aren't the same. But the bellhousing can be swapped between these transmissions.
