Engine miss,stumble 22re Egr issue

Engine miss,stumble 22re Egr issue
My 1995 22re has a miss and stumble between 40 and 55.All componets and engine are new,new egr,O2,Vac modulator,temp sensor,no codes,new tune up.
When you change the vac hose E and R position on the Vac modulator the stumble goes away,or un hook the EGR. But place the vac hoses in the proper position,major stumble.This is at all temps.Cant figure this one out.
