Engine misses below 3000 rpms

Whats up guy newbie here so take it easy on me. I am working on a 91 4 runner with the 3.0 engine and it misses until it gets up to about 3000 rpms. I did the plugs, wires, cap, and rotor. I have double and triple checked all that and gone over every inch of vacuum line that I can see and can't seem to find the problem. This is my first Toyota and I am a lot more accustomed to working on older carbureted stuff. I hope you guys can guide me a little here as it is getting to be a pain in the rear. It seems to run ok going down the highway but it doesnt want to lug at all and doesn't get the mileage that I thought it would. (Not sure what it should get though) It has a 5 speed transmission that I have some questions on but I will get to that in another thread. Any and all help is appreciated.

have you ohm the coil, and checked the tps?

I have tested the tps and it seems to be fine, how do you test the coil?

using an ohmmeter or multimeter, you check the resistance between the center connector and the + terminal, between the + and - terminals and between the terminals and case.

I don't have the specs in front of me so I can't say exactly what they are but they should be in the FSM manual linked from https://www.yotatech.com/forums/f116...umbers-102344/
