can't get jump into diag mode

used a paperclip and shoved it into te1 and e1 ports under the hood and turn key to engine on without cranking and nothing happens. Cel light works but does not blink. it just turns off. I need it to be in diag mode to check timing. this is on an 1989 3.0 vze. any ideas? need help

Thats odd, on all the trucks I have checked for codes on, as soon as I shorted the connecters and turned the key to "run" the CEL would blink.

Are you sure you're getting a good, solid connection with the clip?
