Welcome to the forum.

I had a similar problem with mine and it turned out to be clogged up "cold air idle up valve" or whatever it is called. A shop fixed mine because I had the truck in for another repair already.

Run a search on here for "surging idle" and you will find tons of posts about it and various possibilities for what's causing yours.

You have a Volume Air Flow meter. I don't mean to be a technical prick, but they are different.

Does it do this when you start the motor warm? Or just when it's cold? It could be your coolant temperature sender.
Have you done any keyword searches, yet? There are many threads on this subject.

Nevertheless...

Here's a troubleshooting guide. Favorite place it, download it, print it. It will be your best friend.
Factory Service Manual:http://personal.utulsa.edu/~nathan-b...sm/engine.html

Jump the yellow diagnostic plug with a paper clip....the little one of the two behind your air box on the fender wall and see if the check engine light flashes any codes.
Instructions and code guide...your other best friend:http://www.off-road.com/toyota/tech/codes/index.html

And welcome to Yotatech!
