88 pickup won't turn over

Got an 88 Toyota 4x4. Took it wheeling and it wouldn't start after. Noticed that the main power cable (white) into the positive terminal ripped off when the battery started flopping around. Re-installed that and it still wouldn't start. Tried jumping it, still wouldn't start. Just replaced the starter and it still wouldn't start. I can pop start it and it runs fine. Checked all the fuses and they seem fine, but there is a 'RELAY' fuse in the box which the white power wire goes to that I cannot check. The fuse is maroon in color, 12v, and says 'toyota' on the side. Wondering if that's it.[/LIST]
The engine will not turn over. It will just 'click' once. Any other ideas.

Check out 4Crawler's site, and check to see if you have power going to the starter (the big one from the battery) and the little one going to the solenoid.

Roger's jig really works good... here's a pic of it.
